It is mandatory in the London East District that event headquarters are used for all Open and Association events, providing the course concerned has a suitable venue available.
Event headquarters should have toilet facilities for both sexes and off the road parking arrangements. Vehicles may not be parked in a way to cause inconvenience to the public. This especially applies to parking near private housing when the car is used for changing in such a way as to cause offence.
Police state that the major area of complaint, by the public, regarding cycle races concerns the parking of vehicles and the behaviour of competitors around the start and finish areas,
